Accessibility Improvements

Inspired by #152, I ran the dashboard against the WAVE accessibility evaluation tool. Results are here.

This pull request fixes the one WAVE error and some of the alerts.

Also potentially closes #154.

Tested by:

• Running the server locally
• Observing all changes.
• Running the WAVE chrome plugin against the local copy

Tested the new changes on firefox, and the scrolling jumped correctly.
