Gives a bit of context so that folks understand that the initial merge isn't when /dashboard is updated. cc @gboone

OK by me, though I'd be OK adding something about:

updating the public Hub to publish the new/changed data
importing the data via _data/import-public.rb
pushing the updated data to GitHub

Though, longer term, we may be able to do better than this as hinted at in 18F/hub#306.

I modified the edit so that it more reasonably sets expectations - can take days, ask for help if you need it faster.

Since it's just directions in the readme and I'm wary of waiting for this workflow to be addressed, I'm going to go ahead and merge this in a few minutes.
