Added more description, milestones, links and updated team list.

Actually, these changes should go into 18F/data-private and eventually get imported into the Dashboard.

(But work is underway to build up 18F/team-api and the .about.yml convention as an alternative, more streamlined process.)

I think this will be taken care of with the team-api integration.
