This maintains parity with the existing Dashboard staging branch. (Actually, a few project files that were generated, but not linked from the main page, are not generated anymore, since they never appeared in
_date/projects.json.)This is a prerequisite to using https://team-api.18f.gov/public/api/ as the primary data source, something I've already successfully prototyped in another branch on my machine.
