Update Midas / Open Opps (with mutiple repos) #271

Midas ( to be renamed Open Opportunities ) is a good example of a project with multiple repos. This issue is for the content work related to making that data available on the dashboard.

[x] mockup what we want it to look like
[ ] make a single repo .about.yml for Open Opps (for now documentation is here: https://github.com/18F/about_yml/issues/47)
[ ] make it so about.yml and dashboard support that
[ ] make the content changes
