As a comms leader, I want the dashboard to show a curated list of projects #285

At least on the home page, we would like the dashboard to show projects that someone with no knowledge of 18F would find interesting and no particular knowledge of any particular tech would be able to get a general sense of what we are working on by looking at this list.

Current thinking is the list would contain:

internal projects with a dedicated team
projects that have agency partners funding them

Proposed implmentation: dashboard would have a list of projects, maybe in _data/projects.yml or _data/project-show.yml or something which would be a list of project IDs and dashboard content would be filtered by that list.
