Adjusts the dashboard template to look for partners #293

Previously we were looking for partner but that key was replaced by partners in the team-api so no we look for partners. This combined with a team api update should resultin many fewer projects with partner agencies listed as "Coming soon."

This is ready to merge. We'll trigger another deployment once the team api is up to snuff
