Currently several partner listings are linking to the current page because the partner listed in the data file couldn't match one of the partners listed in _data/partners.yml.
Expected: If the listed partner doesn't match, it is not linked.
Examples in the wild: USCIS (see #332), MyUSA for "Small Business Administration" and "Department of Labor," FOIA Modernization for the FOIA Agency Task Force.
In some cases these are agencies that have URLs and we should get them added or corrected in the partners.yml, in other cases they have no URL because they aren't "agencies."
