Add better descriptions for "impact" and "description" for items on dashboard #343

As a user, I want to know the impact that each project has - as well as a detailed description for why each product was created in the first place.

@mtorres253 we would like these to be on the dashboard, let's chat about an effective way to make this happen

Hi, I've done a bit of research on 'billable' projects that are currently being billed: FEC, Pulse, Open Opps, EITI, NASA Climate Discovery, College Scorecard, ATF eRegs

The only two that aren't on the dashboard are the NASA Climate Discovery and ATF eRegs. There are a lot of consulting projects too. Not sure what we want to do with that. The Dashboard seems very delivery focused at the moment
