Acceptance criteria:

[ ] Determine if financial elements of SBA DATA Act data can be validated using GTAS
[ ] Add corresponding validations to the business rules document (see work of Greg and Aileen)
[ ] Determine the methods available for getting GTAS data

This should be part of the complex validation - may be partially covered by story 160. Implementation design may cover this as well.
