Some changes for story #113.

process_source.py is now a script that creates four files of dummy data (eventually, this will be replaced with the SBA data pulls)
removes protocol buffers from the repo
updates docs accordingly

This makes sense to me but I think it'd help if @micahsaul took a look as well.
