Add submitted value to error output #225

In both web and csv presentation of errors, the submitted value will now show up. Also, cleared up relative directory issue which effected validation when the app was started from repo root.

@micahsaul Thanks! Taking a look at this locally, and I can't get the offending data to display on screen or in the downloads. Attaching the file I used (just change the extension):

Related, I noticed one field of bad data (AvailabilityType in the first line) didn't show an error message (the text is too long).
