As an SBA user, I need to be able to install and run the broker

Acceptance Criteria:

• [ ] SBA system owner can understand the documentation
• [ ] SBA system owner can run the process with SBA inputs and get DATA Act formatted output (protocol buffer, JSON, etc.)

Tasks:

• [x] Create a detailed Readme
• [x] Make sure demo shortcuts are out of the code
• [ ] Get the data to a secure, central location (S3)
