We got an answer to the second question at last week's sprint review. If we want to use GTAS, for example, as a high-level sanity check against the awards-level data, we'll need to have all award types in a single file.
The answer to the first question is outstanding.
1) Are there multiple levels of failure? Is Treasury able to accept submissions with small errors, or does all validation failure cause a hard stop?
2) Are there any times that data for one award type (say, grants) will need to refer to the data of another award type (say, loans)?
