What if agencies manually manipulate the .csv submissions based on validations? Will vendors be involved in updating the transactional systems to have DATA Act components/edits?

Originally, there was talk of having a process that sits on top of agencies' production financial/award systems that would validate it against the DATA Act schema without an intervening extract/load process. In this pilot, we've been doing something different and running validations on data after its been extracted. SBA asked whether such a method would be an incentive for agencies to fix validation errors in the extracted data rather than fixing the source systems.
