tidy up the repo a bit #81

Not time sensitive, just logging some clean up we should do:

get rid of the old process diagram files (https://github.com/18F/data-act-pilot/blob/master/intercessor-flow.graffle and https://github.com/18F/data-act-pilot/blob/master/intercessor-flow.png) since they've been replaced with the validation version (https://github.com/18F/data-act-pilot/blob/master/updated-validation-flow.png)
rename sba-business-rules.md to something that doesn't imply the business rules are specific to SBA
get rid of the old IPython notebook no longer in use: https://github.com/18F/data-act-pilot/blob/master/JAAMSPrism.ipynb
remove this, nothing with my handwriting on it should be in here: https://github.com/18F/data-act-pilot/blob/master/prism_jaams_relationship.png
