KS estimates a total of 170 hours of work to implement the tool, but thinks 120 hours would be reasonable if there were a developer dedicated exclusively to the project.
MT estimates a total of 6 hours spent so far — work is primarily done by vendor.
FNS says it's too hard to estimate, not clear what all should be included. They worked on the rules for almost 3 years before even starting their work with us. I framed it as: If you were talking to another program office trying to give them a sense of the resources it would require to take on a project like this, what would you say?
