As a stakeholder, I want to understand who the user is so that I can understand how they'll use the tool.

Goal

Let’s determine who the (meta) user is, and what this will do for them. We have a lot of various users for the work and the report, which is important, but also for the libraries and code. What are the personas for this work, etc.? How do we market / share this information out for people to share with their managers? (Chris)

Acceptance criteria

• [x] Read Open Data Foundation’s report - they have clear user personas set up well
• [x] Do a quick murally synthesis on the old user interviews
• [x] Summarize the current state of knowledge around the current users and who they might be
• [x] Set up the initial (maybe top three) personas for this project (who are they? What are they looking for?)

Phil:

Let's see if we can do more to articulate what qualifies as data federation projects, so as we compile the use cases, we can compare against a rubric, etc. So we know if it fits or not. As we put more info on the website, we need something that bullet-point defines the scope of relevant projects.

To do: let's break out these lingering tasks as separate cards (e.g. Help identify who that first use case example might be (keeping it simple, etc.))
