Part 1 of 2 step process of migrating the Engineering Guide to the 18F/isildurs-bane template.
As this new upstream template moves all guide content under _guide and provides most of all the Jekyll "infrastructure", remove all of those existing, now obsolete, files in the repo. Move existing content we want to preserve under _guide.
Merge in the upstream template, squashing its history.
It is expected that CircleCI will fail and Federalist build won't look right.
