Revamp architecture reviews page to include ADRs. #238

This shifts the focus of the existing Architecture Reviews page to not only highlight our past projects but also document an emerging practice of using Architecture Decision Records.

I also added a quick summary of the projects to explain their context to architecture reviews, which wasn’t immediately apparent to me.
