Add federalist.json to get last_modified_at working #260

Addresses #106

I think this should just work, since the last_modified_at code is in the footer, but could be wrong about that.

@Sgtpluck Try adding last_updated: true to _data/anchor.yml.

This template adopted the UX guide's work, and that implemented a pre-release USWDS component called an Anchor (at the time). This later became Identifier once it was officially released. The USWDS footer (at least in in the Jekyll template) wasn't designed to work with it exactly, so that lead us to the footer fork you see here. I've opened ticket https://github.com/18F/development-guide/issues/261

Side note: once this is in place, the last modified date might be slightly misleading since we reformatted a whole lot of the content without substantively changing the content.

Going to hold off on this until we port the Anchor component -> Identifier
