Change atf-eregs.18f.gov to a redirect #576

The TTS Digital Council has confirmed that atf-eregs.18f.gov should no longer be live since the final client website long ago launched. We've confirmed with the stakeholders that atf-eregs.18f.gov should be deprecated but it still gets decent traffic b/c of SEO, so we want to set up a redirect to the client website.

Sorry but this is a bit beyond my comfort level. Anyone game to help?

This issue appears to be resolved already as both URLs: https://regulations.atf.gov/ and https://atf-eregs.18f.gov/ point to the same website.

We need to permanently redirect https://atf-eregs.18f.gov/ to https://regulations.atf.gov/ in order to complete this work.

First, should redirect be implemented in pages-redirects or dns?

There is already a redirect in pages-redirects, but it is disabled.

It was added and then removed 'for now' in 2022.

atf-eregs.18f.gov in the terraform file looks like it has been migrated to external domain service, but CNAME is pointing to a cloudfront domain.

Opened #681 to re-enable CNAME record pointing to external domains service.

This is needed to point this domain at pages domain service again, to re-enable the permanent redirect there to regulations.atf.gov that was there be disabled in this PR: https://github.com/cloud-gov/pages-redirects/pull/233.

Custom domain and routes need to be deleted in cloud org in order to proceed. Uncertain if this would be the org that owned the 18F development site or the ATF production site (and if this would disrupt the production domain).

Confirmed that this won't affect the production site, but still need to find someone with org admin access for atf-eregs.18f.gov / https://atf-eregs.app.cloud.gov. Asked in #cg-support.

Got help from @tadhg-ohiggins to make needed changes to atf-eregs route and custom domain within cloud.gov. split up DNS changes to make terraform happy. Redirect seems to be working now!

Closing - https://atf-eregs.18f.gov/ is now redirecting to https://regulations.atf.gov/
