Add new CNAMEs for paygap and tophealth.pif.gov #597

The is the second of two PRs to support redirecting paygap.pif.gov and tophealth.pif.gov to pif.gov.

This one adds the new CNAMEs for both domains.

This is for after #596 is deployed.
