Add fac.gov domain TF file

The Federal Audit Clearinghouse (FAC) is a TTS site being taken over from Census. We have registered fac.gov to point to the new site, however, we wish to put a placeholder page there until the transition is complete. This is to add the domain that will eventually point to the Federalist page for the placeholder site.

LGTM just to create the records I assume a new PR will be to point the new domain to a federalist site

Federalist's docs say to point to those domains for production sites. I got the impression no A/AAAA records are needed, just CNAME/ALIAS records.

Also it's not on a production server yet, so the records would point to an alias that doesn't exist yet.
