Data.gov DNS changes #622

List of changes:

Added CloudFront CNAME records for catalog.data.gov's development and stage instances.
Removed decommissioned records for https://github.com/GSA/data.gov/issues/4233.

I realize there's a TTS checklist, but for that list's purposes this isn't a new site. It's still data.gov home page, just with different content and using 11ty
