Bug: Disable Application save on successful submission #120

Save button should be disabled post Submit after successful submission

Submit button is not working, can not be verified.

Tested the 14c, if no error show on the "Review and Submit" Section, the Submit 14(c) Certificate Submit button is enabled. However, when the user clicked on "Submit 14(c) Certificate Application", there was an error message " An error occurred while submitting your application. Please try again later if the error persists: ERROR 400: unknown error" show on the screen. This document contains the screen shots for the request/response information. GitHub issues_#120.docx

@davoodharun can make pull request to replace after submission that button is replaced, need to have login workflow commited to have application status due to changes of login/dashboard, one to many applications per user
