As a Certification Team Member, I would like the ability to enter submitted paper forms into the online system. #138

  1. After log-in, dashboard includes "Input submitted paper application" button
  2. User is then taken to screen that mirrors paper form that allows for data entry wh226.pdf wh226a.pdf
  3. Structure data fields mirror paper form - see attached document for form validation 14c.Form.Requirements.Logic.xlsx
  4. For non-structured data (wage determinations, time studies, etc.) document upload function is needed.
  5. At bottom of form, user should upload entire paper form submission, as received
  6. Save button needed so progress can be saved
  7. Once complete, submit button at bottom of form
