Footer

Ensure section 14c footer looks and behaves exactly like the DOL footer as shown on this DOL-WHD page: https://www.dol.gov/WHD/

Do a get latest prior to working on this story. Only the top part of the footer (containing career, contact us, facebook/twitter etc.) needs to be implemented. The links in bottom part of footer conform to DOL-WHD page (needs to be tested/verified).

Acceptance Criteria

• [x] Verify footer Behavior: Clicking on any links in 14c footer should go to the same URLs as from the DOL-WHD page
• [x] Verify footer UI
• [x] Verify Header UI/Behavior as well.
