Bug: Certificate Number "Character" must be converted to upper case. #865

Certificate number's letter isn't accepted if user enters valid lower case letter. Please change the case to upper,

Confirmed that this works on Application Info tab within application.

However, having an issue on Registration page. When you type the certificate number, the letter defaults to capitalized (correctly, as per this story), but if I type 12-34567-H, the H remains selected and the next number you try and type replaces the letter. You have to type the letter, hit the right arrow key to move off the letter before you can continue typing. Hard to show, but have attached a screenshot below.

The issue on Registration page above has been fixed.
