Bug: Account locked language #868

Bug Description:  Change subject line to, “Account Locked: U.S. Department of Labor's Section 14(c) Online Certificate Application”  Change email body to, “Your account has been locked for 15 minutes due to multiple failed log in attempts. Please wait 15 minutes before attempting to log in again.” image.png

Please remove 'Sincerely' from the email message.

The fix was updated to gitlab. Somehow its not updated by Jenkins. (file: \App_Data\AccountLockedOutEmailTemplate.txt)
