When user responds with 'Yes' for the question 'Does this employer currently hold any contracts covered by the McNamara-O'Hara Service Contract Act (SCA)?' then 'What is the total number of current SCA-covered contracts under which workers with disabilities are employed and earning subminimum wages?' should be more than zero.

[x] Implement the UI validation.

Please update the error language to, "Please provide total number of current SCA-covered contracts under which workers with disabilities are employed and earning subminimum wages."
