14c notification to users that system is down for maintenance #886

Create a redirect page for system down for maintenance. for example, the link below show the WOW application redirect page for maintenance.

WOW : http://dolcontentdev.opadev.dol.gov/whd/wow/downtime.htm

Language for the header : "Section 14(c) Online Certificate Application is undergoing system maintenance."

the text will be: "The Section 14(c) Online Certificate Application is currently undergoing system maintenance. Please check back shortly."

  1. created the page on the public site
  2. update the web.config file to redirect to the downtime page ( when system is down).
