On Wage Data Section --> Expand field number below from 2 decimal points to 4

@EStriegel, I found other fields in wage section that can enter only 2 decimal points. Let me know if these need to update also

@NathayaMDOL Only the "Piece Rate Paid to Workers" field should be expanded to 4 decimal places.
