Get a11y and third_party scans working again #257

Made a few additions to the Docker set up to get the a11y and third_party scans working again. Upgraded Node and Pa11y, and made sure node modules were properly accessible in the docker image.

Also made a couple small tweaks to process_a11y to get it running again.
