Add vagrantfile #272

Builds on installation examples started in #269.

This provides a "Linux like" installation, available in a repeatable (and isolated) fashion.

I volunteer to be on the hook to keep it up to date. :)

Once #275 gets merged, just merge in master and the CircleCI build should pass.
