(assessment from another 18F engagement) a Python- and Django-based, open-source CMS that has been used by the Federal Elections Commission. Python is increasingly popular, so developers may prefer Wagtail over PHP-based options. However, its support base is currently nascent, so adding functionality beyond the dozen or so available modules requires custom development.
Not sure about the 24/7 support yet. A search found a UK vendor and people supporting managed instances of the product (looks like not FedRAMPed shared instances).
There are vendors supporting Django (the underlying platform) though.
