Educator Organization or School Error Message (Anchor?) #182

Noticed that when filling out the educator form if user doesn't select organization or school, screen moves back to the top instead of to the error message. As a result it makes it appear the screen has refreshed and the error is hard to spot.

The screen has in fact refreshed at that point. Maybe @xtine and @ericronne can dream up a nicer interaction.

I think Christine is going to do in-line validation. True @xtine? Would that resolve the issue, @khandelwal?
