D-SNAP header link should be configurable #239

Currently, the D-SNAP Benefits Registration header always redirect the user to the welcome page of the client registration flow when clicked. This should be configurable so it points to different pages depending on whether or not a worker or applicant is using the form.

The header no longer acts as a link
