The effective date of the regulation becomes the publish date of the rule and moved down to the sidebar:

@jehlers what happens when the user scrolls such that the "Write a comment about" is underneath the "Rule Published"?

Can "rule published" be sticky w/ a white background so the "write a comment" link slides underneath?
