Commenting on "intro" #263

We allow users to comment on most paragraphs of the "intro" of a notice, including the whole intro section. This doesn't make a ton of sense given that several of those paragraphs (e.g. the agency) can't be affected by the comment.

One issue here: if the user is at the top of the page and clicks "Write a Comment" but we don't allow users to write comments about the whole intro, what is this user commenting on?

Would it make sense to disable the comment box (that you see when clicking the Write a Comment tab) when someone is on the intro? That way someone who is using the tab as a way to navigate to their list of other responses will still see the piece they're looking for and not break the pattern of how the tab normally works while still disallowing comments on that section.

I wonder if this would be a place where they could put a comment in general about the entire proposal? I think we if we allow commenting on the section that would make sense, unless we disable the option entirely.
