Issue w/ scroll header #280

Not sure which steps here are the triggers, sorry to not be more specific

  1. Hard load /preamble/0000_0000/cfr_changes/263-21
  2. Scroll to the bottom. Note that the ids change from "#0000_0000-cfr-263-21" to "#263-21-a-2"
  3. Click "Write a comment about § 263.21(b)(4)"
  4. Follow the link in the comment writing header for "§ 263.21(b)(4)"
  5. Click "264.1310" in the ToC
  6. Scroll to the bottom and click "Write a comment"
  7. Note the incorrect header screen shot 2016-05-12 at 6 13 35 pm
