Pre-published homepage

What does the the site look like when the rule is pre-published on EPA's website but not yet in the FR?

Issues to discuss:

• [x] Do we have a "coming soon" message on the homepage, or show the full pre-pub rule w/o the ability to comment?
• [x] Will there be lag time between FR publish and our publish? Etc...

How about this for messaging on the homepage?

Based on discussions with Bill today, we've decided to publish the pre-pub rule after all. This means:

• @cmc333333 is working to update the rule we have to the final version based on updates Bill will send over (I think we said he would use #227 for this).
• We will need to be published before the June 30th webinar (or essentially whenever EPA publishes the pre-FR PDF).
• The above design is no longer needed.

During this pre-pub stage, we will need:

• [x] We should keep the text: "Comment period not yet open." and "Rule not yet published." from the above design.
• [x] Button should say "Read the proposed rule >" instead of the later "Read and comment"
• [x] We will need to follow what we do for when the comment period is closed: #183 BUT, update the messages to talk about the comment period not being open yet.

Here's a design for the homepage during the pre-pub phase:

For the other parts of the tool that need to mention that the rule isn't yet published:

• Preamble introduction that mentions the dates of the comment period:
  • Can we hide the X days countdown?
  • Change the comment period date to say "The comment period is not open."
  • Change the published date to say "The rule is not yet published in the Federal Register."

• Let's follow the pattern we have for when the comment period is closed if someone clicks on the write mode tab:

And we want to hide the xx FR xxxx citation in the header until we get it from the FR.
