new blues everywhere #303

fixes #159

This is mostly just changing the @blue variable and then making some things that were using it incorrectly use the @link_blue

The header and tabs are now "mature blue"

Looks nice. Curious, if the colors are wrong in n&c, are they also wrong in -site? Very related to the "define template colors" discussion.

Colors in -site are a very mixed bag and not very unified right now. Sorting all of that will be part of this summer's work and I imagine -site will just end up inheriting all of notice-and-comment's palette.
