Final PDF downloading on the 4th try

Not sure exactly what is happening here, but I tried to make a test comment to send to Bill and I was not able to download the pdf on the final page until the 4th try. Here's what it looked like when I downloaded the 4 docs:

The first 2-3 are just text snippets that say this:

I am experiencing a similar problem with the 2 additional issues:

• even after more than 8 attempts, I am not able to download the PDF. I get the JSON snippet.
• I got no tracking number from regs.gov

I just tried again twice.

First attempt:

• Created a draft pdf before hitting submit
• Got a PDF on first click of the link on the confirmation page
• Got a tracking number

Second attempt:

• Got a text snippet on first click
• Got a PDF every other attempt to download the PDF

I'm in Chrome... if that matters at all for this.

I'm guessing this isn't related to the number of clicks but the amount of time. I think eregs/regulations-site#329 surfaced the previously dormant error.
