Undefined internal links / headers in write mode coming from the review page

Found a bug on the write mode page related to the links that define what the user is writing a comment about.

Properly working path:

• Read mode
• Click on a "write a comment" link
• You're now on a write mode page

Not working path:

• As a user, I wrote my comment
• Reviewed my comment and found a typo
• Clicked "edit this comment"
• Taken back to the write mode page

Two extra notes:

• The "undefined" links do work! They send the user back to the right section/paragraph.
• The edit buttons to the right to go back and forth between pending responses, also work. If my page says "undefined" and then I click "edit" on the right sidebar, the proper citation shows up.

I'm trying to replicate this issue locally, and while I don't get 'undefined' I do see an issue with multiple links, which I will try to fix:

Also, the write mode links seem to anchor to the spot on the page that isn't the top. Is this something we can fix in this issue or should I make a new issue?
