Align template with JS logic #310

Currently when you select "Federal" and it switches to the dropdown, the label on the dropdown isn't being applied. It should show "Select an agency" in that box until something is picked.

Also I think the second field label should probably say "Government agency name". The more I look at it, I think it's a little unclear what we're asking for in that second field depending on what you pick the first time.

Otherwise the logic all works and the arrow looks good 👍

Updated both the -site PR and here to address the "Please Select" issue and label change
