Include wkhtmltox within travis #339

Downloading wkhtmltox within the startup script often causes the push script to timeout. The net result is that our automated deploys have been much less automated than we desire.

Partial solution: download wkhtmltox as part of the deploy script; have the fetch_wkhtmltox command check a local version of the binary before downloading a new one.
