Comment submission templates (but presumably others) make many references to EPA. We should move these into notice-and-comment. I'd think something like:
Create settings for AGENCY_ACRONYM, AGENCY_FR_URL, etc. with defaults
Add this setting to the template globals
Set these configs in notice-and-comment
Where necessary, define a block and replace in notice-and-comment via overextends
