LESS to Sass stylesheet conversion #423

Change all stylesheets from less to scss, goes with eregs/regulations-site#441

@donjo: I ran visual regression tests to compare with master and the only non-false positive error I got was minor. It's reporting that the top margins have collapsed a bit on the Preamble and Write page, is that intentional?

@xtine good catch. I had adjusted some things earlier in the process to fix some content positioning that was affecting the right sidebar in the CFR viewer but must have moved the wrong thing. I'll pick that up in my next round of changes.
