The description is Section IX.A. Executive Order 12866: Regulatory Planning and Review and 13563: Improving Regulation and Regulatory Review, but the box says Preamble | Section IX.A.
Two suggestions:
The Preamble | portion of the Show/Hide box is not necessary. There will be surrounding context in the sidebar that indicates it's in the Preamble, and the extra text (and the | pipe) makes the box busier than it needs to be.
Alternatively (and I think this is better), since the full text of the section is shown right above anyway and showing it would be duplicative, consider redesigning the Show/Hide area to just say "Show the text you're responding to" or something like that, and not repeating the section name at all.
If combined with #432, this would make the intro to the comment form much cleaner and less busy.
